The Peg Bites Back: Gulf Rates Turn Higher in 2026

The Fed held all summer, then raised rates on 16 September. Five GCC central banks followed by the next day, while Kuwait held. The move lands on new Saudi bank mortgages already down 9% year on year in July.

    For most of 2026, the Gulf's rate story was a holding pattern. The US Federal Reserve kept its target range at 3.50–3.75% through the summer while inflation stayed above target. On 16 September it moved, and the move was up: a 25 basis-point increase to 3.75–4.00%, approved 12–0. By the next day, five GCC central banks had followed.

    For currencies pegged to the dollar, this is the mechanism working as designed. It is also a reminder that the Gulf imports US monetary policy whether or not its own property cycle asks for it.

    Why the Fed turned

    The minutes of the 28–29 July meeting show how close the decision already was. The Committee held at 3.50–3.75%, but three members dissented in favour of an immediate 25 basis-point increase. Total PCE inflation was 4.1% in May and an estimated 3.7% in June, with core PCE at 3.4% and an estimated 3.3%.

    The minutes cite the effects of tariffs and AI-related price pressures, and record the staff's view that higher energy and input costs stemming from the conflict in the Middle East were adding to inflation. The 16 September statement said inflation remains elevated and that uncertainty remains elevated owing, in part, to geopolitical developments.

    The peg does the rest

    Transmission was immediate. The Central Bank of the UAE lifted its Base Rate from 3.65% to 3.90%, effective 17 September. The Saudi Central Bank raised its repo rate by 25 basis points to 4.50% and its reverse repo rate to 4.00%. The Central Bank of Bahrain took its overnight deposit rate from 4.25% to 4.50%, and the Central Bank of Oman its repo rate from 4.25% to 4.50%, both effective 17 September. Qatar Central Bank raised its deposit rate to 4.10%, its lending rate to 4.60% and its repo rate to 4.35%, also from 17 September.

    Kuwait, whose dinar is managed against a basket of currencies rather than the dollar alone, did not move. In a statement on 16 September, the Central Bank of Kuwait described monetary and financial stability as sound and noted that its discount rate stands at 3.50%.

    For mortgage borrowers, the cost arrives at the reset date, not overnight. Most UAE variable-rate home loans are priced off EIBOR, and Khaleej Times reported on 15 September, ahead of the decision, that three-month EIBOR was trading near 3.94%. Its illustrative estimate: a quarter-point rise adds about AED 210 a month, or roughly AED 2,500 a year, to a AED 1.5 million loan with 25 years remaining. Fixed-rate borrowers are insulated until their fixed period ends.

    In a pegged system, the Gulf does not choose its rate cycle. It chooses how exposed it is to it.

    What higher rates meet on the ground

    In Saudi Arabia, the softness is in bank credit. SAMA data reported by Argaam show new bank residential mortgages to individuals of SAR 5.87 billion in July 2026, down 9% year on year, across about 9,600 contracts. Financing companies moved the other way, with residential lending to individuals up about 44% to SAR 267 million in the same month. Those figures predate the September increase, so the higher repo rate now adds to an existing slowdown in bank-led home finance.

    In Dubai, the official baseline going into the tightening cycle was strong. The Dubai Land Department recorded AED 252 billion of real estate transactions in Q1 2026, up 31% year on year in value and 6% in volume, across 60,303 transactions. How much of that momentum survives higher borrowing costs will show first in the official monthly mortgage registrations.

    Into the fourth quarter, three indicators will show how far the September move travels: EIBOR and SAIBOR resets on variable-rate mortgages; DLD's mortgage registrations; and whether Saudi bank mortgage volumes stabilise or cede more ground to financing companies.

    بالنسبة إلى عملات مربوطة بالدولار، هذا هو ما صُمّم الربط ليفعله. لكنه يذكّر أيضاً بأن الخليج يستورد السياسة النقدية الأمريكية، سواء احتاجت دورته العقارية إلى ذلك أم لا.

    لماذا غيّر الفيدرالي اتجاهه

    تكشف محاضر اجتماع ٢٨–٢٩ يوليو مدى اقتراب القرار. فقد أبقت اللجنة النطاق عند ٣٫٥٠–٣٫٧٥٪، لكن ثلاثة أعضاء اعترضوا مفضّلين رفعاً فورياً بمقدار ٢٥ نقطة أساس. وبلغ التضخم الكلي وفق مؤشر نفقات الاستهلاك الشخصي ٤٫١٪ في مايو ونحو ٣٫٧٪ تقديرياً في يونيو، مقابل ٣٫٤٪ ونحو ٣٫٣٪ تقديرياً للتضخم الأساسي.

    وتشير المحاضر إلى أثر الرسوم الجمركية والضغوط السعرية المرتبطة بالذكاء الاصطناعي، وتسجّل تقدير الخبراء بأن ارتفاع تكاليف الطاقة والمدخلات الناجم عن الصراع في الشرق الأوسط كان يضيف إلى التضخم. وجاء في بيان ١٦ سبتمبر أن التضخم لا يزال مرتفعاً، وأن حالة عدم اليقين لا تزال مرتفعة بسبب التطورات الجيوسياسية جزئياً.

    الربط يتكفّل بالباقي

    جاء الانتقال فورياً. فقد رفع مصرف الإمارات العربية المتحدة المركزي سعر الأساس من ٣٫٦٥٪ إلى ٣٫٩٠٪ اعتباراً من ١٧ سبتمبر. ورفع البنك المركزي السعودي سعر اتفاقيات إعادة الشراء (الريبو) بمقدار ٢٥ نقطة أساس إلى ٤٫٥٠٪، والريبو العكسي إلى ٤٫٠٠٪. ورفع مصرف البحرين المركزي سعر الإيداع لليلة واحدة من ٤٫٢٥٪ إلى ٤٫٥٠٪، كما رفع البنك المركزي العُماني سعر الريبو من ٤٫٢٥٪ إلى ٤٫٥٠٪، وكلاهما اعتباراً من ١٧ سبتمبر. ورفع مصرف قطر المركزي سعر الإيداع إلى ٤٫١٠٪ وسعر الإقراض إلى ٤٫٦٠٪ وسعر إعادة الشراء إلى ٤٫٣٥٪، اعتباراً من ١٧ سبتمبر أيضاً.

    أما الكويت، التي يُدار سعر صرف دينارها مقابل سلة من العملات لا الدولار وحده، فلم تتحرك. ففي بيان صدر في ١٦ سبتمبر وصف بنك الكويت المركزي أوضاع الاستقرار النقدي والمالي بأنها سليمة، مشيراً إلى أن سعر الخصم يبلغ ٣٫٥٠٪.

    بالنسبة إلى المقترضين بالرهن العقاري، تصل الكلفة عند موعد إعادة التسعير لا بين ليلة وضحاها. فمعظم قروض السكن ذات الفائدة المتغيرة في الإمارات تُسعَّر على أساس «إيبور»، وأفادت «خليج تايمز» في ١٥ سبتمبر، قبل القرار، بأن سعر «إيبور» لثلاثة أشهر كان يتداول قرب ٣٫٩٤٪. وبحسب تقديرها التوضيحي، يضيف رفع ربع نقطة مئوية نحو ٢١٠ دراهم شهرياً، أو قرابة ٢٬٥٠٠ درهم سنوياً، إلى قرض بقيمة ١٫٥ مليون درهم متبقٍ عليه ٢٥ عاماً. ويبقى أصحاب القروض ذات الفائدة الثابتة بمنأى عن ذلك حتى تنتهي فترة التثبيت.

    في نظام الربط، لا يختار الخليج دورة فائدته، بل يختار مدى انكشافه عليها.

    ما الذي تواجهه الفائدة الأعلى على أرض الواقع

    في السعودية، يتركّز الضعف في الائتمان المصرفي. إذ تُظهر بيانات البنك المركزي السعودي التي نشرتها «أرقام» أن التمويل العقاري السكني الجديد الممنوح من البنوك للأفراد بلغ ٥٫٨٧ مليار ريال في يوليو ٢٠٢٦، بانخفاض ٩٪ على أساس سنوي، عبر نحو ٩٬٦٠٠ عقد. وسارت شركات التمويل في الاتجاه المعاكس، إذ ارتفع تمويلها السكني للأفراد بنحو ٤٤٪ إلى ٢٦٧ مليون ريال في الشهر نفسه. وتسبق هذه الأرقام رفع سبتمبر، ما يعني أن ارتفاع سعر الريبو يضاف الآن إلى تباطؤ قائم في التمويل السكني المصرفي.

    وفي دبي، كانت نقطة الانطلاق الرسمية قوية مع بدء دورة التشديد. فقد سجّلت دائرة الأراضي والأملاك تصرفات عقارية بقيمة ٢٥٢ مليار درهم في الربع الأول من ٢٠٢٦، بارتفاع ٣١٪ على أساس سنوي من حيث القيمة و٦٪ من حيث العدد، عبر ٦٠٬٣٠٣ صفقات. وسيظهر أول مؤشر على مدى صمود هذا الزخم أمام تكاليف الاقتراض الأعلى في التسجيلات الشهرية الرسمية للرهون العقارية.

    ومع دخول الربع الرابع، ستكشف ثلاثة مؤشرات مدى امتداد أثر قرار سبتمبر: إعادة تسعير القروض المتغيرة وفق «إيبور» و«سايبور»، وتسجيلات الرهون العقارية لدى دائرة الأراضي والأملاك، وما إذا كانت أحجام التمويل العقاري المصرفي في السعودية ستستقر أم ستتنازل عن مزيد من الحصة لشركات التمويل.
