Oman 2026: Prices Accelerate, Sales Lead, and Owners No Longer Need a Sponsor

NCSI data put traded value at OMR 1.72bn by July, up 7.7%, and the residential price index up 24.6% in Q2 2026. A June decision lets foreign owners hold residency without a sponsor, off-plan buyers included.

    Oman's property market has had a strong 2026 on the official numbers. The National Centre for Statistics and Information (NCSI) put total traded real estate value at OMR 1.72 billion by the end of July, up 7.7% from OMR 1.59 billion a year earlier. Sales are doing the work: the traded value of sales contracts rose 15.7% to OMR 843.2 million over those seven months, and reached OMR 954.1 million by the end of August, up 14.5% on the same period of 2025.

    Prices are accelerating

    NCSI's real estate price index shows prices rising faster, not slower. The residential index rose 18.7% year on year in Q3 2025, 14.6% in Q4 2025, 17.6% in Q1 2026 and 24.6% in Q2 2026. The overall index, which includes commercial property, rose less over the same four quarters: 17.3%, 13.9%, 15.9% and 22.7%.

    Land leads. Residential land prices rose 28% year on year in Q2 2026, against 17.2% for apartments and 10.8% for villas. Muscat has recorded the steepest residential land gains of any governorate in each of the last four quarters: 48.3% in Q3 2025, 41.3% in Q4 2025, 43.6% in Q1 2026 and 40.6% in Q2 2026. Not every governorate is rising: residential land in Al Wusta fell 16% in Q2 2026.

    Bigger tickets, smaller loans

    Sales contracts numbered 39,719 by the end of July, up only 3.9%, while their value grew 15.7%. Value rising about four times faster than volume means larger tickets, consistent with the price index.

    Lending shows the opposite pattern. Mortgage contracts rose 22.3% to 15,441 by the end of July, but their value rose only 0.7% to OMR 864.4 million. On our calculation, the average registered mortgage fell by roughly 18%. The first-half data showed the same split: mortgage count up 25.7% to 13,383, value down 0.3% to OMR 740.2 million.

    Credit is reaching more borrowers in smaller amounts.

    Not every indicator is rising. Property titles issued fell 10.7% to 119,832 by the end of July, and titles issued to GCC citizens fell 11.2% to 643, from 724 a year earlier. At least one press report described the GCC figure as an increase; the NCSI numbers show a decline.

    Who can own, and residency without a sponsor

    Foreign ownership rests on three tracks. Royal Decree 12/2006 governs ownership by non-Omanis in Integrated Tourism Complexes (ITCs). A 2022 decision by the Minister of Housing and Urban Planning let expatriates own property outside the ITCs worth more than OMR 250,000, within the limits of Royal Decree 29/2018 and Ministerial Decision 292/2020; purchases above OMR 500,000 carry first-class residency and those from OMR 250,000 to OMR 500,000 second-class residency. The Golden Residency, launched on 31 August 2025, requires a minimum investment of OMR 200,000 for a renewable 10-year permit, and its holders may own property outside the ITCs.

    The June change goes further. Royal Oman Police Decision No. 87/2026, published in the Official Gazette, lets foreign property owners obtain visas and residence permits without a local sponsor. It also covers foreigners who own land or residential units whose registration is not yet complete: those permits run for six months to one year, are renewable, allow stays of up to three months per visit, and extend to first-degree family members and to legal representatives of property-owning companies. A permit expires if the property is transferred, so residency stays tied to holding the asset.

    For off-plan buyers in the ITCs, this removes the wait for title before ownership supports residency. The ITC pipeline is also reaching Muscat itself. In March 2026 the Ministry of Heritage and Tourism signed a development agreement with Sorouh Al Qurum Real Estate Company for an ITC in Al Qurum, Wilayat of Bausher, with a projected investment of OMR 230 million. The project covers about 165,000 square metres, will be built in phases over 15 years, and includes two four-star hotels with more than 400 rooms and freehold residential units open to Omanis and non-Omanis.

    What to watch

    Oman goes into the last quarter with sales growing in double digits, prices accelerating on the NCSI index, lending spreading to more borrowers, and a residency rule that makes off-plan ITC purchases easier to justify. The weak spots are GCC demand and falling title issuance. The next NCSI releases will show whether the Q2 price pace carried into Q3, and whether the June residency change leads to more foreign purchases in the ITCs.

    عاشت السوق العقارية العُمانية عاماً قوياً في ٢٠٢٦ وفق الأرقام الرسمية. إذ تُظهر بيانات المركز الوطني للإحصاء والمعلومات أن إجمالي قيمة التداول العقاري بلغ ١٫٧٢ مليار ريال عماني بنهاية يوليو، بارتفاع ٧٫٧٪ عن ١٫٥٩ مليار ريال عماني قبل عام. والمبيعات هي المحرك: فقد ارتفعت قيمة عقود البيع ١٥٫٧٪ إلى ٨٤٣٫٢ مليون ريال عماني خلال الأشهر السبعة ذاتها، ثم بلغت ٩٥٤٫١ مليون ريال عماني بنهاية أغسطس، بزيادة ١٤٫٥٪ عن الفترة المقابلة من ٢٠٢٥.

    الأسعار تتسارع

    يُظهر الرقم القياسي لأسعار العقارات الصادر عن المركز أن وتيرة ارتفاع الأسعار تتسارع ولا تتباطأ. فقد ارتفع مؤشر العقارات السكنية ١٨٫٧٪ على أساس سنوي في الربع الثالث من ٢٠٢٥، و١٤٫٦٪ في الربع الرابع من ٢٠٢٥، و١٧٫٦٪ في الربع الأول من ٢٠٢٦، ثم ٢٤٫٦٪ في الربع الثاني من ٢٠٢٦. أما المؤشر العام، الذي يشمل العقارات التجارية، فسجّل ارتفاعات أقل خلال الأرباع الأربعة ذاتها: ١٧٫٣٪ و١٣٫٩٪ و١٥٫٩٪ و٢٢٫٧٪.

    والأراضي في المقدمة. فقد ارتفعت أسعار الأراضي السكنية ٢٨٪ على أساس سنوي في الربع الثاني من ٢٠٢٦، مقابل ١٧٫٢٪ للشقق و١٠٫٨٪ للفلل. وسجّلت محافظة مسقط أعلى ارتفاع في أسعار الأراضي السكنية بين المحافظات في كل من الأرباع الأربعة الأخيرة: ٤٨٫٣٪ في الربع الثالث من ٢٠٢٥، و٤١٫٣٪ في الربع الرابع من ٢٠٢٥، و٤٣٫٦٪ في الربع الأول من ٢٠٢٦، و٤٠٫٦٪ في الربع الثاني من ٢٠٢٦. غير أن الصعود لم يشمل المحافظات كلها، إذ تراجعت أسعار الأراضي السكنية في محافظة الوسطى ١٦٪ في الربع الثاني من ٢٠٢٦.

    صفقات أكبر وقروض أصغر

    بلغ عدد عقود البيع ٣٩٬٧١٩ عقداً بنهاية يوليو، بارتفاع ٣٫٩٪ فقط، بينما نمت قيمتها ١٥٫٧٪. ونمو القيمة بنحو أربعة أضعاف نمو العدد يعني صفقات أكبر، بما يتسق مع مؤشر الأسعار.

    ويسير التمويل في الاتجاه المعاكس. فقد ارتفع عدد عقود الرهن ٢٢٫٣٪ إلى ١٥٬٤٤١ عقداً بنهاية يوليو، في حين لم تزد قيمتها سوى ٠٫٧٪ إلى ٨٦٤٫٤ مليون ريال عماني. ووفق حساباتنا، تراجع متوسط الرهن المسجل بنحو ١٨٪. وأظهرت بيانات النصف الأول النمط ذاته: ارتفاع عدد الرهون ٢٥٫٧٪ إلى ١٣٬٣٨٣ عقداً، وتراجع قيمتها ٠٫٣٪ إلى ٧٤٠٫٢ مليون ريال عماني.

    الائتمان يصل إلى عدد أكبر من المقترضين بمبالغ أصغر.

    غير أن المؤشرات ليست كلها صاعدة. فقد تراجع عدد الملكيات الصادرة ١٠٫٧٪ إلى ١١٩٬٨٣٢ ملكية بنهاية يوليو، وانخفض عدد الملكيات الصادرة لمواطني دول مجلس التعاون ١١٫٢٪ إلى ٦٤٣ ملكية، مقابل ٧٢٤ قبل عام. وقد وصف تقرير صحفي واحد على الأقل رقم مواطني دول المجلس بأنه زيادة، في حين تُظهر أرقام المركز تراجعاً.

    من يحق له التملك، والإقامة دون كفيل

    يقوم تملك الأجانب على ثلاثة مسارات. فالمرسوم السلطاني رقم ١٢/٢٠٠٦ ينظّم تملك غير العمانيين في المجمعات السياحية المتكاملة. وأتاح قرار صادر عن وزير الإسكان والتخطيط العمراني في ٢٠٢٢ للوافدين تملك العقارات خارج هذه المجمعات إذا تجاوزت قيمتها ٢٥٠٬٠٠٠ ريال عماني، في حدود المرسوم السلطاني رقم ٢٩/٢٠١٨ والقرار الوزاري رقم ٢٩٢/٢٠٢٠؛ وتمنح المشتريات التي تتجاوز ٥٠٠٬٠٠٠ ريال عماني إقامة من الدرجة الأولى، فيما تمنح المشتريات بين ٢٥٠٬٠٠٠ و٥٠٠٬٠٠٠ ريال عماني إقامة من الدرجة الثانية. أما الإقامة الذهبية التي أُطلقت في ٣١ أغسطس ٢٠٢٥، فتشترط استثماراً لا يقل عن ٢٠٠٬٠٠٠ ريال عماني مقابل إقامة لمدة ١٠ سنوات قابلة للتجديد، ويحق لحامليها التملك خارج المجمعات السياحية المتكاملة.

    ويذهب تعديل يونيو أبعد من ذلك. فالقرار رقم ٨٧/٢٠٢٦ الصادر عن شرطة عُمان السلطانية والمنشور في الجريدة الرسمية يتيح لمالكي العقارات الأجانب الحصول على التأشيرات وتصاريح الإقامة دون الحاجة إلى كفيل محلي. ويشمل القرار أيضاً الأجانب الذين يملكون أراضي أو وحدات سكنية لم تكتمل إجراءات تسجيلها بعد، إذ تتراوح مدة تصاريحهم بين ستة أشهر وسنة قابلة للتجديد، وتسمح بالإقامة حتى ثلاثة أشهر في كل زيارة، وتمتد إلى الأقارب من الدرجة الأولى وإلى الممثلين القانونيين للشركات المالكة للعقارات. وينتهي التصريح بانتقال ملكية العقار، فتبقى الإقامة مرتبطة بالاحتفاظ بالأصل.

    وبالنسبة لمشتري العقارات على الخريطة في المجمعات السياحية المتكاملة، يزيل ذلك الحاجة إلى انتظار سند الملكية قبل أن تؤهلهم ملكيتهم للإقامة. كما بدأت هذه المجمعات تصل إلى قلب مسقط. ففي مارس ٢٠٢٦ وقّعت وزارة التراث والسياحة اتفاقية تطوير مع شركة صروح القرم العقارية لإنشاء مجمع سياحي متكامل في القرم بولاية بوشر، باستثمارات متوقعة قدرها ٢٣٠ مليون ريال عماني. ويمتد المشروع على نحو ١٦٥٬٠٠٠ متر مربع، وسيُنفَّذ على مراحل خلال ١٥ عاماً، ويضم فندقين من فئة أربع نجوم بأكثر من ٤٠٠ غرفة، ووحدات سكنية بنظام التملك الحر متاحة للعمانيين وغير العمانيين.

    ما الذي ينبغي متابعته

    تدخل عُمان الربع الأخير بمبيعات تنمو بخانتين عشريتين، وأسعار تتسارع وفق مؤشر المركز، وتمويل يتسع ليشمل مقترضين أكثر، وقاعدة إقامة تجعل الشراء على الخريطة في المجمعات السياحية المتكاملة أسهل تبريراً. أما نقاط الضعف فهي الطلب الخليجي وتراجع إصدار الملكيات. وستكشف الإصدارات المقبلة للمركز ما إذا كانت وتيرة الأسعار في الربع الثاني قد امتدت إلى الربع الثالث، وما إذا كان تعديل الإقامة في يونيو سيترجم إلى مشتريات أجنبية أكثر في هذه المجمعات.
