Property-linked residency is now a regional norm, but the rules diverge in ways that matter for where capital lands. The thresholds below are taken from official portals and government announcements, each with the date it applies from. They are the simplest lens on each market's ambition and its caution.
The thresholds, side by side
- UAE: property worth at least AED 2 million, in one property or several, qualifies for a 10-year Golden Residence that can be renewed on the same conditions, according to GDRFA Dubai; mortgaged property is accepted. The earlier rule requiring buyers of mortgaged or instalment property to have paid AED 1 million or 50% was dropped in January 2024. For Dubai's separate 2-year property investor visa, the Dubai Land Department removed the AED 750,000 minimum for sole owners from 29 April 2026; joint owners need a share worth at least AED 400,000 each.
- Saudi Arabia: the Real Estate Owner Premium Residency, launched in January 2024, requires residential property worth at least SAR 4 million (about USD 1.07 million), ready for occupation, mortgage-free and valued by a Taqeem-accredited appraiser. Separately, the Real Estate General Authority gives January 2026 as the effective date of the updated law on real estate ownership by non-Saudis.
- Bahrain: Golden Residency for property owners requires property worth at least BHD 130,000 (about USD 345,000), according to the Nationality, Passports and Residence Affairs (NPRA) service page. The threshold was cut from BHD 200,000 in November 2025. NPRA describes the residency as permanent, with an administrative fee of BHD 300 every 10 years.
- Oman: a 10-year renewable Golden Residency, launched at the end of August 2025, requires OMR 200,000 (about USD 520,000) through one of seven routes, including property in Integrated Tourism Complexes. Holders may also own one property outside those complexes, subject to the areas closed to non-Omani ownership.
- Qatar: the Real Estate Regulatory Authority (Aqarat) sets two tiers. Property worth at least QAR 730,000 (about USD 200,000) grants residency tied to the property; property worth at least QAR 3.65 million (about USD 1 million) adds permanent-residency benefits in health, education and investment.
- Kuwait: residency regulations in force since 23 December 2025 allow foreign property owners to obtain residency on proof of ownership, for an annual fee of KWD 50, Khaleej Times reported; the report did not state a minimum property value.
Threshold is not the same as access
A low number does not always mean an open market. Dubai's 2-year visa now has no value floor for sole owners, but it is a shorter permit than the 10-year Golden Residence. Bahrain pairs a moderate threshold with a permanent permit. Oman's bar is higher, and general foreign ownership remains centred on tourism complexes. Qatar's entry tier ties residency to the property itself, and Saudi Arabia's higher bar sits alongside the region's most significant rewrite of ownership rules. Read the ownership rules and the zone maps together with the price.
Why the rules keep moving
These thresholds are policy instruments, not fixed facts. The UAE eased payment rules in 2024 and, in Dubai, removed the 2-year visa's value floor for sole owners in 2026; Bahrain cut its threshold by 35% in 2025; Oman launched a 10-year programme around a single OMR 200,000 bar; Saudi Arabia rewrote its foreign-ownership law. Anyone underwriting GCC residency exposure should treat the map as a moving target and check the current rule on the official portal at the point of decision.
