Title on the Ledger: Gulf Tokenisation Moves Toward Law
Dubai's registry-backed token market has moved from a 2025 pilot to secondary trading in 7.8 million tokens. Saudi Arabia has cleared nine fractional-ownership platforms, and Qatar has approved a draft tokenisation law.

Eighteen months after the Dubai Land Department (DLD) launched its tokenisation pilot, registry-level tokenisation in the Gulf is moving on three tracks. Dubai runs a live, deliberately small market. Saudi Arabia has put fractional ownership through a regulatory sandbox tied to its national Real Estate Registry. Qatar has approved a draft law. In each case the state registry, not a private platform, remains the record of who owns what.
Dubai: from pilot to secondary trading
DLD launched the pilot phase of its Real Estate Tokenisation Project in March 2025, working with the Virtual Assets Regulatory Authority (VARA), the Central Bank of the UAE and the Dubai Future Foundation. The first property was offered in May 2025 on PRYPCO Mint, DLD's official platform, with a minimum ticket of AED 2,000 and technology supplied by a tokenisation infrastructure partner. DLD reported that the first offering drew 224 investors from 44 nationalities, 70% of them new to Dubai property, at an average of AED 10,714 each. A second project in June 2025 sold out in 1 minute 58 seconds to 149 investors from 35 nationalities, and the waiting list passed 10,700.
Holdings are evidenced by a Property Token Ownership Certificate, which DLD introduced in May 2025. Each token represents a proportional economic interest linked to the underlying title deed, so the registry, not the platform, anchors the claim.
Phase II began on 20 February 2026, opening about 7.8 million tokens to resale within a controlled framework. DLD described the phase as a test of market efficiency, operational readiness, governance and investor protection, and said it is studying wider participation and the onboarding of additional platforms, subject to regulatory approval. Gulf News reported at the time that the pilot had drawn more than 50 nationalities and over AED 18.5 million of investment, and that access was limited to UAE residents aged 18 and over holding an Emirates ID.
2026: lower tickets and a written rulebook
On 24 July 2026, PRYPCO Mint cut the minimum ticket on its secondary marketplace from AED 2,000 to AED 1,000, keeping AED 2,000 for new offerings. By then DLD had listed 10 tokenised properties through the platform, and all had been fully funded. Demand is not the constraint. The supply of tokenised assets and the number of licensed venues are.
On 9 April 2026, VARA published its Guidance on Virtual Asset Issuance. It sets out three routes: Category 1 issuances, which require a VARA licence and cover fiat-referenced and asset-referenced virtual assets; Category 2 issuances, placed through licensed distributors; and exempt assets with limited functionality. Issuers must publish whitepapers and risk disclosure statements, and the guidance sets expectations for asset-referenced tokens on reserve assets, redemption rights and legal structuring. VARA was explicit that compliance is not an endorsement.
For property tokens, that separates two questions that are often blurred. Whether a token is tied to registered title is answered at the registry by DLD. Whether an offering is fairly disclosed and distributed is answered by VARA.
A property token is only as strong as the registry behind it.
Saudi Arabia and Qatar: building on the registry
Saudi Arabia's route runs through the Real Estate Registry, supervised by the Real Estate General Authority (REGA). In November 2025 the Registry announced a national infrastructure for tokenising property, with fractional ownership and smart contracts, built with local platforms and a blockchain provider, and gave a launch window of the first half of 2026. On 13 February 2026, REGA launched the second edition of its Regulatory Sandbox, which includes a fractional-ownership track within the tokenisation framework. REGA said the first batch of 9 digital platforms had met regulatory requirements and now operates officially. We found no official volume data for Saudi tokenised property as of September 2026.
Qatar made the latest move. On 26 August 2026, the Council of Ministers approved a draft law regulating real estate tokenisation and the trading of real estate tokens, together with draft executive regulations. The Ministry of Justice prepared it with the Ministry of Municipality, Qatar Central Bank, the Qatar Financial Markets Authority and the Real Estate Regulatory Authority. The draft defines the token and its owner's rights, regulates trading and connects tokens directly to the Real Estate Registry. It was posted on the government's Sharek platform for 10 days of public comment before legislative review.
What to watch
The three models share one design: fractional interests recorded by the state, trading on licensed venues, and disclosure regulated separately. The measures that will separate a pilot from a market are practical: how many platforms DLD admits beyond the first, whether primary issuance grows past a handful of properties, who Qatar's final law allows to invest, and when Riyadh publishes volume data. DLD has put a number on its ambition: in May 2025 it projected that tokenised assets could reach up to 7% of Dubai's real estate market by 2033, about AED 60 billion. Every tokenised transfer is also a clean, registry-verified data point.
بعد ثمانية عشر شهراً على إطلاق دائرة الأراضي والأملاك في دبي مشروعها التجريبي للترميز، يسير الترميز العقاري على مستوى السجلات الرسمية في الخليج على ثلاثة مسارات. فدبي تدير سوقاً حية صغيرة الحجم عن قصد، والسعودية أخضعت الملكية الجزئية لبيئة تجريبية تنظيمية مرتبطة بسجلها العقاري الوطني، وقطر أقرّت مشروع قانون. وفي الحالات الثلاث يبقى السجل الحكومي، لا المنصة الخاصة، المرجع الذي يثبت الملكية.
دبي: من التجربة إلى التداول الثانوي
أطلقت دائرة الأراضي والأملاك المرحلة التجريبية من مشروع ترميز العقارات في مارس ٢٠٢٥، بالتعاون مع سلطة تنظيم الأصول الافتراضية ومصرف الإمارات العربية المتحدة المركزي ومؤسسة دبي للمستقبل. وطُرح أول عقار في مايو ٢٠٢٥ عبر «بريبكو منت»، المنصة الرسمية للدائرة، بحد أدنى للاستثمار قدره ٢٬٠٠٠ درهم، وبتقنية يوفرها شريك متخصص في البنية التحتية للترميز. وأعلنت الدائرة أن الطرح الأول استقطب ٢٢٤ مستثمراً من ٤٤ جنسية، ٧٠٪ منهم يدخلون سوق دبي العقارية للمرة الأولى، بمتوسط استثمار بلغ ١٠٬٧١٤ درهماً. وفي يونيو ٢٠٢٥ نفد المشروع الثاني خلال دقيقة واحدة و٥٨ ثانية، واشترى فيه ١٤٩ مستثمراً من ٣٥ جنسية، فيما تجاوزت قائمة الانتظار ١٠٬٧٠٠ مستثمر.
وتُثبت الحيازات بموجب «شهادة ملكية الرمز العقاري» التي استحدثتها الدائرة في مايو ٢٠٢٥. ويمثّل كل رمز حصة اقتصادية نسبية مرتبطة بسند الملكية الأصلي، بحيث يكون السجل، لا المنصة، هو ما يستند إليه الحق.
وانطلقت المرحلة الثانية في ٢٠ فبراير ٢٠٢٦، فأتاحت إعادة بيع نحو ٧٫٨ مليون رمز ضمن إطار منضبط. ووصفت الدائرة هذه المرحلة بأنها اختبار لكفاءة السوق والجاهزية التشغيلية والحوكمة وحماية المستثمرين، وقالت إنها تدرس توسيع المشاركة وضم منصات إضافية، رهناً بالموافقات التنظيمية. وأفادت «غلف نيوز» حينها بأن المرحلة التجريبية استقطبت أكثر من ٥٠ جنسية واستثمارات تجاوزت ١٨٫٥ مليون درهم، وأن المشاركة مقصورة على المقيمين في الإمارات ممن بلغوا ١٨ عاماً ويحملون الهوية الإماراتية.
٢٠٢٦: عتبة دخول أدنى وقواعد مكتوبة
في ٢٤ يوليو ٢٠٢٦ خفّضت «بريبكو منت» الحد الأدنى للاستثمار في سوقها الثانوية من ٢٬٠٠٠ درهم إلى ١٬٠٠٠ درهم، مع الإبقاء على ٢٬٠٠٠ درهم للطروحات الجديدة. وحتى ذلك الحين كانت الدائرة قد أدرجت ١٠ عقارات مرمَّزة عبر المنصة، اكتمل تمويلها جميعاً. فالطلب ليس هو القيد، بل المعروض من الأصول المرمَّزة وعدد المنصات المرخّصة.
وفي ٩ أبريل ٢٠٢٦ نشرت سلطة تنظيم الأصول الافتراضية إرشاداتها بشأن إصدار الأصول الافتراضية، والتي تحدد ثلاثة مسارات: إصدارات الفئة الأولى، وتتطلب ترخيصاً من السلطة وتشمل الأصول الافتراضية المرجعية للعملات الورقية والأصول الافتراضية المرجعية للأصول؛ وإصدارات الفئة الثانية التي تُطرح عبر موزعين مرخّصين؛ والأصول المعفاة ذات الوظائف المحدودة. ويتعين على المُصدرين نشر وثائق تعريفية (الورقة البيضاء) وبيانات للإفصاح عن المخاطر، كما تحدد الإرشادات التوقعات الخاصة بالرموز المرجعية للأصول من حيث الأصول الاحتياطية وحقوق الاسترداد والهيكلة القانونية. وأكدت السلطة صراحة أن الامتثال لا يعني تزكية أي أصل.
وبالنسبة إلى الرموز العقارية، يفصل ذلك بين سؤالين كثيراً ما يختلطان: هل الرمز مرتبط بملكية مسجلة؟ وتجيب عنه دائرة الأراضي عبر السجل. وهل الطرح يخضع لإفصاح وتوزيع عادلين؟ وتجيب عنه سلطة تنظيم الأصول الافتراضية.
الرمز العقاري لا يكون أقوى من السجل الذي يقف خلفه.
السعودية وقطر: البناء على السجل العقاري
يمر المسار السعودي عبر السجل العقاري الذي تشرف عليه الهيئة العامة للعقار. ففي نوفمبر ٢٠٢٥ أعلن السجل تطوير بنية تحتية وطنية لترميز الأصول العقارية تتيح الملكية الجزئية والعقود الذكية، بالشراكة مع منصات محلية ومزود لتقنية سلاسل الكتل، وحدد النصف الأول من ٢٠٢٦ موعداً للإطلاق. وفي ١٣ فبراير ٢٠٢٦ أطلقت الهيئة النسخة الثانية من بيئتها التجريبية التنظيمية، التي تضم مساراً للملكية الجزئية ضمن إطار الترميز العقاري. وقالت الهيئة إن الدفعة الأولى المؤلفة من ٩ منصات رقمية استوفت المتطلبات التنظيمية وباتت تعمل رسمياً. ولم نعثر على بيانات رسمية عن أحجام تداول العقارات المرمَّزة في السعودية حتى سبتمبر ٢٠٢٦.
أما قطر فكانت صاحبة الخطوة الأحدث. ففي ٢٦ أغسطس ٢٠٢٦ وافق مجلس الوزراء على مشروع قانون بتنظيم ترميز العقارات وتداول الرموز العقارية، إلى جانب مشروع لائحته التنفيذية. وأعدّت وزارة العدل المشروع بالتعاون مع وزارة البلدية ومصرف قطر المركزي وهيئة قطر للأسواق المالية وهيئة تنظيم القطاع العقاري. ويعرّف المشروع الرمز العقاري وحقوق مالكه، وينظم تداوله، ويربطه مباشرة بالسجل العقاري. وطُرح المشروع على منصة «شارك» الحكومية لمدة ١٠ أيام لاستطلاع الآراء قبل استكمال مراجعته التشريعية.
ما الذي ينبغي متابعته
تتقاسم النماذج الثلاثة تصميماً واحداً: حصص جزئية تسجلها الدولة، وتداول عبر منصات مرخّصة، وإفصاح يخضع لتنظيم مستقل. أما ما سيفصل التجربة عن السوق فمؤشرات عملية: عدد المنصات التي ستعتمدها دائرة الأراضي بعد المنصة الأولى، وما إذا كانت الطروحات الأولية ستتجاوز عدداً محدوداً من العقارات، ومن سيسمح القانون القطري النهائي لهم بالاستثمار، ومتى تنشر الرياض أولى بيانات أحجام التداول. وقد وضعت الدائرة رقماً لطموحها: ففي مايو ٢٠٢٥ توقعت أن تصل الأصول المرمَّزة إلى ما يصل إلى ٧٪ من سوق دبي العقارية بحلول ٢٠٣٣، أي نحو ٦٠ مليار درهم. وكل نقل ملكية مرمَّز هو أيضاً نقطة بيانات نظيفة يمكن التحقق منها عبر السجل.
