Qatar 2026: Sales Run Ahead of H1 2025 as the Ownership Map Widens

Ministry of Justice data put H1 2026 real estate transactions at QAR 10.69bn, up nearly 6% on H1 2025, after a QAR 34.4bn 2025. Weekly registrations held into September, and a new cabinet resolution adds Simaisma to the freehold map.

    Qatar's property market has come through 2026 with its deal flow intact. Real estate transactions registered with the Ministry of Justice's Real Estate Registration Department reached QAR 10.69 billion in the first half of 2026, the president of the Real Estate Regulatory Authority (Aqarat) said on 21 September, citing the Ministry's data. The organiser of the Qatar Real Estate Forum, citing the same Ministry data, put the increase at nearly 6% on the same period of 2025, "at a time of regional concern".

    The comparison base is high. Aqarat and Ministry of Justice data put total property sales at about QAR 34.4 billion in 2025, up 29% from about QAR 26.6 billion in 2024; that annual total comes from Aqarat's 2025 review rather than the registration department's half-year figure, so the two are not a strict like-for-like series. On a simple halving of the 2025 total, about QAR 17.2 billion a half, the first half of 2026 ran well below the full-year 2025 pace, even as it moved ahead of H1 2025. Land, at nearly QAR 8.8 billion, and villas, at about QAR 6.8 billion, were the largest categories in 2025, against about QAR 1.8 billion for apartments.

    The bulletins, month by month and week by week

    The Ministry's bulletins show activity carrying into the second half. February registrations had reached QAR 2.71 billion across 508 transactions. July sale contracts totalled QAR 1.86 billion, led by Doha at QAR 763.8 million, Al Rayyan at QAR 461.4 million and Al Daayen at QAR 230.3 million. August eased to QAR 1.29 billion across 424 transactions, a summer dip, with Doha again first at QAR 435.5 million and Al Rayyan second at QAR 335.5 million.

    The bulletins report residential units separately: 114 unit deals worth QAR 197.8 million in July and 114 worth QAR 184.5 million in August.

    Weekly bulletins carry the series into September. Registrations between 30 August and 3 September exceeded QAR 586 million. Between 6 and 10 September, sale contracts totalled QAR 322.4 million and residential units QAR 65.5 million, a weekly total of QAR 387.9 million. The week of 13 to 17 September came in at QAR 299.9 million plus QAR 71.1 million in residential units, or QAR 371.0 million.

    Mortgages and credit

    Mortgage registrations are large and concentrated. The Ministry recorded 212 mortgage transactions worth QAR 4.97 billion in July and 103 worth QAR 4.01 billion in August. In August, Doha accounted for QAR 3.62 billion of that total across just 35 deals. On our reading, that pattern points to corporate and portfolio financing rather than household borrowing.

    The wider credit picture is steady. The Qatar Central Bank's Financial Stability Review, cited by Aqarat, puts real estate at 6.1% of GDP in December 2025 and real estate credit at 20% of total domestic credit to the private sector at the end of December 2025. Leasing also grew in 2025: Aqarat reports the number of lease contracts up 30.6% and their value up 27.8%, with vacant units down 20%.

    Running ahead of the first half of 2025, if not yet at the full-year 2025 pace, is the story of the year so far.

    A wider door for foreign buyers

    Cabinet Resolution No. 21 of 2026, published in Issue No. 9 of 2026 of the Official Gazette and reported on 7 June, amends Resolution No. 28 of 2020 and replaces the list of areas where non-Qataris may own property. The list has 10 areas: West Bay (Legtaifiya), The Pearl, Al Khor Resort, the Dafna administrative zones 60 and 61, the Onaiza administrative zone 63, Lusail, Al Kharayej, Jabal Thuaileb, and the Simaisma Resort and Beach Project in Zone 70.

    Simaisma is the new name. Inaugurated in June 2024, it is a Ministry of Municipality project managed by Qatari Diar, with a stated investment of QAR 20 billion across 8 million square metres and a 7-kilometre waterfront on the eastern coast.

    The residency incentives are unchanged. Aqarat lists a property-linked residency at QAR 730,000 (USD 200,000) and a permanent-residency tier with health, education and investment benefits at QAR 3.65 million (USD 1 million). The registry itself has been modernised: Law No. 5 of 2024 replaced the 1964 registration law and introduced electronic registration for the first time. S&P affirmed Qatar's AA/A-1+ sovereign ratings with a stable outlook in March 2026.

    What to watch

    Qatar enters the final quarter with first-half sales ahead of H1 2025 and the two most recent weekly bulletins at between QAR 370 million and QAR 390 million. The Ministry's September bulletin will show whether the second half keeps pace with the first, and the first registrations in the Simaisma zone will show whether the wider ownership map draws new foreign demand.

    اجتازت السوق العقارية القطرية عام ٢٠٢٦ حتى الآن محافظةً على زخم تداولاتها. فقد بلغت قيمة التداولات العقارية المسجلة لدى إدارة التسجيل العقاري بوزارة العدل ١٠٫٦٩ مليار ريال قطري في النصف الأول من ٢٠٢٦، وفق ما أعلنه رئيس هيئة تنظيم القطاع العقاري «عقارات» في ٢١ سبتمبر استناداً إلى بيانات الوزارة. وقدّرت الجهة المنظمة لمنتدى قطر العقاري، استناداً إلى بيانات الوزارة ذاتها، الارتفاع بنحو ٦٪ مقارنة بالفترة ذاتها من ٢٠٢٥، «في وقت يسوده القلق الإقليمي».

    ويأتي ذلك على قاعدة مقارنة مرتفعة. إذ تُظهر بيانات «عقارات» ووزارة العدل أن إجمالي المبيعات العقارية بلغ نحو ٣٤٫٤ مليار ريال قطري في ٢٠٢٥، بارتفاع ٢٩٪ عن نحو ٢٦٫٦ مليار ريال قطري في ٢٠٢٤. ويستند هذا الإجمالي السنوي إلى مراجعة «عقارات» لعام ٢٠٢٥ لا إلى رقم إدارة التسجيل العقاري نصف السنوي، فلا تشكّل القيمتان سلسلة متطابقة تماماً. وبقسمة إجمالي ٢٠٢٥ على نصفين، أي نحو ١٧٫٢ مليار ريال قطري لكل نصف، جاء النصف الأول من ٢٠٢٦ دون وتيرة ٢٠٢٥ الكاملة بفارق واضح، وإن تقدّم على النصف الأول من ٢٠٢٥. وتصدّرت الأراضي بنحو ٨٫٨ مليار ريال قطري والفلل بنحو ٦٫٨ مليار ريال قطري فئات المبيعات في ٢٠٢٥، مقابل نحو ١٫٨ مليار ريال قطري للشقق.

    النشرات شهراً بشهر وأسبوعاً بأسبوع

    تُظهر نشرات الوزارة استمرار النشاط في النصف الثاني. وكانت تسجيلات فبراير قد بلغت ٢٫٧١ مليار ريال قطري عبر ٥٠٨ صفقات. وبلغت عقود البيع في يوليو ١٫٨٦ مليار ريال قطري، تصدّرتها الدوحة بـ٧٦٣٫٨ مليون ريال قطري، تلتها الريان بـ٤٦١٫٤ مليون ريال قطري، ثم الظعاين بـ٢٣٠٫٣ مليون ريال قطري. وتراجعت القيمة في أغسطس إلى ١٫٢٩ مليار ريال قطري عبر ٤٢٤ صفقة، في انخفاض صيفي، مع بقاء الدوحة في الصدارة بـ٤٣٥٫٥ مليون ريال قطري والريان في المرتبة الثانية بـ٣٣٥٫٥ مليون ريال قطري.

    وتورد النشرات صفقات الوحدات السكنية بشكل منفصل: ١١٤ صفقة بقيمة ١٩٧٫٨ مليون ريال قطري في يوليو، و١١٤ صفقة بقيمة ١٨٤٫٥ مليون ريال قطري في أغسطس.

    وتمتد السلسلة عبر النشرات الأسبوعية إلى سبتمبر. فقد تجاوزت التسجيلات بين ٣٠ أغسطس و٣ سبتمبر ٥٨٦ مليون ريال قطري. وبين ٦ و١٠ سبتمبر، بلغت عقود البيع ٣٢٢٫٤ مليون ريال قطري وعقود الوحدات السكنية ٦٥٫٥ مليون ريال قطري، ليصل إجمالي الأسبوع إلى ٣٨٧٫٩ مليون ريال قطري. أما أسبوع ١٣ إلى ١٧ سبتمبر فسجّل ٢٩٩٫٩ مليون ريال قطري، إضافة إلى ٧١٫١ مليون ريال قطري للوحدات السكنية، أي ٣٧١٫٠ مليون ريال قطري.

    الرهون والائتمان

    تتسم تسجيلات الرهن بضخامة قيمتها وتركّزها. فقد سجّلت الوزارة ٢١٢ معاملة رهن بقيمة ٤٫٩٧ مليار ريال قطري في يوليو، و١٠٣ معاملات بقيمة ٤٫٠١ مليار ريال قطري في أغسطس. وفي أغسطس وحده، استحوذت الدوحة على ٣٫٦٢ مليار ريال قطري من هذا الإجمالي عبر ٣٥ صفقة فقط. ووفق قراءتنا، يشير هذا النمط إلى تمويل الشركات والمحافظ أكثر منه إلى الاقتراض الأسري.

    وتبدو الصورة الائتمانية الأوسع مستقرة. إذ يُظهر تقرير الاستقرار المالي الصادر عن مصرف قطر المركزي، الذي استشهدت به «عقارات»، أن القطاع العقاري شكّل ٦٫١٪ من الناتج المحلي الإجمالي في ديسمبر ٢٠٢٥، وأن الائتمان العقاري مثّل ٢٠٪ من إجمالي الائتمان المحلي الممنوح للقطاع الخاص بنهاية ديسمبر ٢٠٢٥. كما نما سوق الإيجار في ٢٠٢٥، إذ تفيد «عقارات» بارتفاع عدد عقود الإيجار ٣٠٫٦٪ وقيمتها ٢٧٫٨٪، مع تراجع الوحدات الشاغرة ٢٠٪.

    التقدّم على النصف الأول من ٢٠٢٥، وإن لم يبلغ بعد وتيرة ٢٠٢٥ كاملاً، هو عنوان العام حتى الآن.

    باب أوسع أمام المشترين الأجانب

    نُشر قرار مجلس الوزراء رقم ٢١ لسنة ٢٠٢٦ في العدد رقم ٩ لسنة ٢٠٢٦ من الجريدة الرسمية، وأُعلن عنه في ٧ يونيو، معدّلاً القرار رقم ٢٨ لسنة ٢٠٢٠، ومستبدلاً قائمة المناطق التي يحق لغير القطريين التملك فيها. وتضم القائمة ١٠ مناطق: الخليج الغربي (لقطيفية)، واللؤلؤة، ومنتجع الخور، والمنطقتين الإداريتين ٦٠ و٦١ في الدفنة، والمنطقة الإدارية ٦٣ في عنيزة، ولوسيل، والخرايج، وجبل ثعيلب، ومشروع منتجع وشاطئ سميسمة في المنطقة ٧٠.

    وسميسمة هي الإضافة الجديدة. فهو مشروع تابع لوزارة البلدية تديره شركة الديار القطرية، افتُتح في يونيو ٢٠٢٤ باستثمارات معلنة قدرها ٢٠ مليار ريال قطري على مساحة ٨ ملايين متر مربع وواجهة بحرية بطول ٧ كيلومترات على الساحل الشرقي.

    أما حوافز الإقامة فبقيت دون تغيير، إذ تحدد «عقارات» إقامة مرتبطة بالعقار عند ٧٣٠٬٠٠٠ ريال قطري (٢٠٠٬٠٠٠ دولار)، وإقامة دائمة تشمل مزايا صحية وتعليمية واستثمارية عند ٣٫٦٥ مليون ريال قطري (١ مليون دولار). كما جرى تحديث السجل العقاري ذاته، إذ حلّ القانون رقم ٥ لسنة ٢٠٢٤ محل قانون التسجيل الصادر في ١٩٦٤، وأدخل التسجيل الإلكتروني للمرة الأولى. وثبّتت «إس آند بي» التصنيف السيادي لقطر عند AA/A-1+ مع نظرة مستقبلية مستقرة في مارس ٢٠٢٦.

    ما الذي ينبغي متابعته

    تدخل قطر الربع الأخير بمبيعات نصف سنوية تفوق مستوى النصف الأول من ٢٠٢٥، وبنشرتين أسبوعيتين أخيرتين تراوحت قيمتهما بين ٣٧٠ و٣٩٠ مليون ريال قطري. وستكشف نشرة سبتمبر الصادرة عن الوزارة ما إذا كان النصف الثاني سيحافظ على وتيرة الأول، فيما ستُظهر أولى التسجيلات في منطقة سميسمة ما إذا كانت خريطة التملك الأوسع ستجذب طلباً أجنبياً جديداً.
