Two stories now run through Riyadh real estate. The state's flagship projects are being re-sequenced under a new investment strategy, and the capital's housing market is being re-priced by regulation. Read together, the official data show a market that is trading far less but is not falling in price.
The giga-project reset, in official words
In October 2025, Finance Minister Mohammed Al-Jadaan described the guidance from Crown Prince Mohammed bin Salman: if a project no longer makes sense, the government will not hesitate to change it, suspend it or extend it. He added that the Public Investment Fund had completed a comprehensive portfolio review.
The result arrived in April 2026, when PIF's board approved the fund's 2026-2030 strategy. It describes a shift from rapid growth to sustained value creation, organises investments into Vision, Strategic and Financial portfolios, and groups domestic activity into six ecosystems, among them urban development and livability; tourism, travel and entertainment; and NEOM. PIF reported investing more than USD 199 billion in new projects in Saudi Arabia between 2021 and 2025, with assets under management above USD 900 billion.
At project level, delivery has continued. Six Flags Qiddiya City opened at the end of December 2025, and in March 2026 the King Salman Park Foundation announced more than USD 3.8 billion in new private-sector commitments, bringing committed investment across five development packages to more than USD 5.3 billion.
Riyadh housing: fewer deals, firm prices
The more direct force on Riyadh housing has been regulation. On 29 March 2025, the Crown Prince directed the lifting of development restrictions on a total of 81.48 square kilometres in north Riyadh and tasked the Royal Commission for Riyadh City with supplying 10,000 to 40,000 residential plots a year for five years at a capped SAR 1,500 per square metre. A five-year rent freeze followed in September 2025, and the revised White Land fee began billing Riyadh landowners in January 2026.
Transaction data show the effect. Real Estate Market data from the Ministry of Justice, as reported in March 2026, recorded around 53,000 Riyadh deals worth about SAR 65 billion in the twelve months after the March 2025 directives, against about SAR 181 billion in the preceding year, a 64% fall in value. Nationally, H1 2026 transactions totalled SAR 82.2 billion, down 51.5% year on year, with the number of deals down 26.4%.
Comparisons are becoming harder. Since May 2026, all transactions within Riyadh's urban boundary are processed through REGA's Real Estate Registry rather than the Ministry of Justice's Real Estate Market, so series from the two systems should not be read as like-for-like.
Prices tell a different story. GASTAT's Real Estate Price Index for the Riyadh region fell 4.4% year on year in Q1 2026, then rose 4.2% in Q2 2026, the third-highest regional reading. Nationally, residential plots rose 6.3% and apartments 1.1% in Q2, while villas fell 9.7%.
Capital is being redirected, not withdrawn: away from spectacle and towards districts, plots and delivery dates.
What to watch
Three official releases will shape the next reading: GASTAT's Q3 2026 price index, the first Riyadh transaction series from the Real Estate Registry, and project-level disclosure under PIF's new strategy. Since June 2026, several of Riyadh's flagship districts, including Diriyah Gate, New Murabba, Qiddiya, King Salman Park and King Abdullah Financial District, have also been approved as foreign-ownership zones. That places them where both policies, tighter capital allocation and a wider buyer base, will be tested first.
